MONTEHERMOSO 2010. ART AND RESEARCH ART PROJECT PRODUCTION The objective of this competition is to select a maximum of eight art creation projects currently in preproduction or production, and present them within the annual program of Montehermoso during the second four-month period of 2011. 1. Eligibility Authors of any nationality, regardless of age, can present their projects individually or collectively. A representative shall be appointed in the case of group projects. 2. Projects: Applicants should submit an unpublished project in the production stage or to beproduced during the twelve-month period following the date of selection. Project selection shall be made by comparing the proposals presented in accordance with the following assesment criteria: a) Interest and quality of the project. b) Project feasibility according to the dossier and complementary documents provided, the implementation schedule, people involved and budget. c) Training and professional career of the project’s author or authors. The Selection Committee will set the criteria for scoring each of the abovementioned sections. In case of an equal number of points in the three previous sections, those applicants born and/or residing in the municipality of Vitoria-Gasteiz shall have priority. If the projects do not comply with these requirements, the competition will be declared void, in whole or in part, by the Selection Committee. 3. Benefits: The endowment for each project shall not exceed €10.000, distributed among the following items: €7.000, the maximum amount for project production including: – Expenses derived from the production of the work – Travel and accommodation expenses for its author – Expenses derived from assembly of the exhibition that cannot be assumed by the Centre’s infrastructures €3.000 for work production fee and copyrights. The infrastructures, technical equipment, advicing and human resources of Montehermoso will be added to these items. The contribution of human resources and technical equipment not pertaining to the Centre shall be evaluated and recorded in the accounts as financial resources pertaining to the grant. The total amount awarded in this competition shall be attributed to the budget credit of the Department of Culture’s 2010 budget. The competition is conditioned to the existence of appropriate and sufficient credit within the budget of the Department of Culture of the Vitoria-Gasteiz City Council for the year 2010. These amounts include taxes, without prejudice to the personal income withholding tax, which shall be applied if appropriate. Payment of these amounts shall be made pursuant to the administrative procedures of the Vitoria-Gasteiz City Council. 4. The submission date shall be that recorded by an official entity, either the post office or the Centro Cultural Montehermoso Kulturunea. Once the selection has been made, the documentation for works that have not been selected will be returned by post. In the event that it is returned to the Centre, it will be destroyed. The dossiers and complementary documents for the projects selected shall become part of the Centro Cultural Montehermoso Kulturunea. 5. Documents to submit: Filled application form. Photocopy of the National Identity Card (or equivalent) of the author/s of the project. Curriculum Vitae, with a maximum length of 4,000 characters. Brief dossier covering previous works. Dossier on the project to be carried out including: Title and development of the idea, with a maximum length of 5,000 characters. Project outline and images in JPG format with a minimum resolution of 72 ppi Current status of the project Technical requirements Implementation schedule Estimate of the concepts that could possibly have their own financing. 6. Project Selection Committee: In order to guarantee transparency in all stages of the project, Montehermoso shall select a mixed committee in charge of selecting the projects to be developed. The Selection Committee shall comprise: President: The Delegate Councilor of the Area of Education, Culture and Sport or the person in whom s/he may delegate. Members: Three experts on the area included in the competition to be designated by the Centre. Secretary: A member of the Centro Cultural Montehermoso Kulturunea staff will act as secretary with voice but no vote. 7.- Project dissemination: Montehermoso undertakes to promote the dissemination of the working processes and final work by mutual agreement with the author/s, in the way that the Centre considers most appropriate for the project dissemination. Therefore, the artists shall transfer their reproduction and public communication rights. The artists shall undertake to provide all the information and documents needed for correct communication of the projects. The authors of the selected projects undertake to authorize the reproduction and distribution of the material generated by the projects in all the activities organized for the promotion of “Montehermoso 2010 Art and Research”. Likewise, all the documents generated will be included in the centre’s archive. The selected projects and works shall be the property of the authors and the transfer of these rights shall not prevent, in any case, the authors’ use of them in parallel to the project implementation. The transfer period shall be two years from the resolution date. The transfer of rights shall be at both national and international levels. Montehermoso shall sign a contract with each author specifying the services and conditions of this relationship. 8. Implementation: All the works will be coordinated and supervised by the technical staff of Montehermoso in charge of evaluating the project development. If the work is not considered to have been carried out within the terms and periods foreseen in the competition rules, the endowment may be automatically withdrawn after receipt of a prior report by the centre’s technical staff. 9. Obligations of the beneficiaries: Selected people or groups undertake: a) To observe the rules laid down by the Centro Cultural Montehermoso Kulturunea for the use of the spaces and infrastructures lent to them. b) To develop their project within the specified period and under the foreseen conditions. If not, they shall decline the grant and refund the amount received, if any. c) To refrain from presenting the work in public, in whole or in part, until it is exhibited according to the specifications of Montehermoso. d) To include the slogan “Montehermoso 2010. Art and Research” and the logos of the Vitoria-Gasteiz City Council and Montehermoso in all advertising materials for the project, whether they appear at Montehermoso or elsewhere. e) In case the “Montehermoso 2010. Art and Research” programme should have sponsors or collaborators, their logos shall appear as sponsors or collaborators in all advertising materials for the selected projects. f) The selected participants shall confirm their acceptance in writing. Once this is confirmed, the Centro Cultural Montehermoso Kulturunea will contact each selected participant to sign a contract containing the specific clauses for project implementation. g) To develop the project between 2010 and May 2011 (inclusive). h) To present written notification of any modification in the presented project. i) To own the intellectual property rights to the project and guarantee that the work is unpublished and original. j) To justify the production costs set out in the budget submitted, according to the criteria established by the Centro Cultural Montehermoso Kulturunea. 10. Interpretation and acceptance of these rules Any doubt that may arise regarding the interpretation of these rules shall be resolved by the Department of Culture of the Vitoria-Gasteiz City Council. Participation in this competition means full acceptance of the rules regulating it. Failure to comply with any of the obligations contained herein or in the grant award shall result in its immediate cancellation, irrespective of any responsibility that may be incurred. The Selection Committee will set the criteria for scoring each of the abovementioned sections. In case of an equal number of points in the three previous sections, those applicants born and/or residing in the municipality of Vitoria-Gasteiz shall have priority. If the projects do not comply with these requirements, the competition will be declared void, in whole or in part, by the Selection Committee. 3. Benefits: The endowment for the exhibition project shall not exceed €21,000, distributed among the following items: €15.000: the maximum amount for production of the exhibition project, including: – Expenses derived from producing the work – Insurance expenses – Expenses derived from the shipment and return of works and materials which cannot be assumed by the Centre – Travel and accommodation expenses for the selected artists and curators. – Expenses derived from copyrights of the exhibiting artists. – Those expenses derived from the assembly of the exhibition that cannot be assumed by the Centre’s infrastructures. €6.000 for curatorship fee and copyrights. The infrastructures, technical assembly equipment, advicing, audiovisuals, dissemination and human resources of Montehermoso will be added to these items.
